Two years' selection of the "leader" of the industry.

The first batch of enterprises to be recruited are cement, steel, glass, coking, garbage power generation, and other enterprises. Firstly, 3-5 enterprises from all walks of life that meet the selection rules and standards are selected to be the "pioneers" of environmental protection. It is understood that the "pioneers" system of environmental protection in Hebei Province will be based on the voluntary participation of enterprises, and will be upgraded by standards, bottom-line constraints and advanced. Drive and formulate indicators, on the basis of extensive collection and selection, select the industry's environmental protection "leader" enterprises. Hebei will gradually establish industry standards and group standards in line with the laws and regulations on the basis of environmental protection "leader" enterprise management and technical indicators.

Cao Zizhou, director of the Environmental Impact Assessment Office of the Hebei Environmental Protection Department, said that the selection work was led by the Hebei Environmental Protection Department to organize the formulation and release of standards and other related work. The selection process will be entrusted to a third party to organize the implementation of the selection and release every two years, dynamic updates. Relevant enterprises in Hebei Province voluntarily declare within the prescribed time limit and select and evaluate the list of "leaders" in the field of environmental protection in accordance with the methods of expert evaluation, social publicity, and the participation of enterprises in the same industry.

He said that the environmental protection "leader" selection activities because there is no precedent, is a more complex and professional systematic work, Hebei Province will be in accordance with the principle of easy first, step-by-step, fair and impartial, preferring the lack of non-excessive. The first batch of industries to be recruited are cement, steel, glass, coking, waste power generation, carbon production, and heating power generation enterprises. In addition, Hebei carries out dynamic management of environmental leader. According to the plan, the Hebei Provincial Department of Environmental Protection shall supervise and administer the evaluation work of the environmental protection "leader" enterprises to ensure that the process of identifying the environmental protection "leader" is objective and fair. At the same time, to determine the environmental protection "leader" enterprises to carry out follow-up investigation, to "rising star" enterprises, according to procedures to carry out evaluation work, superior to previously identified "leader" enterprises, revoke the original "leader" enterprise title, the environmental protection "leader" title to implement dynamic update management, and publicized in the media.

After the list of "leaders" in environmental protection has been determined, they should be publicized through the internet, newspapers and other media, fully solicit the opinions of industrial enterprises and the public, and supervised by industrial enterprises and the public. Enterprises that have found and assessed illegal acts such as fraud in the list of environmental protection "pioneers" and malicious excessive discharge during the production process should be removed from the list of environmental protection "pioneers" and their legal liabilities should be investigated.

Implementing green supply chain environmental management. Resource and environmental efficiency level. The main pollutant emissions, energy consumption and water consumption per 10000 yuan of an output value of enterprises are in the leading level of Hebei province.
